On 24 March 2026, H.E. Ambassador Anderson Mutatembwa received a delegation from Intercontinental Trading Company Ltd. (Global Finance), led by its Chief Executive Officer, Mr. Takahiro Hosojima.

The delegation introduced their company as a Tokyo-based financial advisory firm working closely with African governments and institutions. Mr. Hosojima, who brings over 30 years of experience including previous service with the Japan Bank for International Cooperation (JBIC), provided an overview of their expertise in structuring and facilitating sovereign financing.

Discussions centered on the potential issuance of a Samurai Bond for Tanzania as an innovative mechanism to access financing from the Japanese capital market. The delegation highlighted their successful role in supporting similar initiatives, including the Government of Angola’s inaugural Samurai Bond issued in December 2025, as well as ongoing engagements with Mozambique.

They further shared recent examples of Samurai Bond issuances by some African countries highlighting the role of Japanese financial institutions and credit enhancement mechanisms, including guarantees from entities such as JBIC, Nippon Export and Investment Insurance (NEXI), and the Africa Finance Corporation, in attracting Japanese investors.

The meeting provided an opportunity to exchange views on the feasibility, structure, and potential benefits of such financing for Tanzania, particularly in supporting infrastructure development and sustainable economic growth.
